WebM is not automatically smaller or better. Width, frame rate, bitrate and clip length decide the result, and some older apps still prefer MP4.
Play the whole thing.
Play the exported file from beginning to end, then check its dimensions, motion quality, file size and whether it loops cleanly on the real page.
Match the destination.
WebM is a video format built for the web. Start with 960 px, 24 fps and no audio for a silent landing-page animation, then increase quality only if you can see a problem.
